The research area locates the northwest of Hebei, dominated by mountainous, hills and plateau. The annual precipitation in this area is very low, so irrigation is requisite,the water production efficiency was low in this area. The aim of this paper is to alleviate water use pressure, look for proper way of water-saving irrigation in this area. Based on the investigation of the irrigation history and the current irrigation types in bashang plantue, unit with precipitation, investigation measure and the regulation of water requirement in different crops, confirmed the calculating model on quantity of saving water and soil water resources, calculated the amount of saving water and soil water resources under different water saving types in this area, analysed the soil water use efficiency, discovered the proper way which can make them attain high production. Effectively water-saving irrigated technique will be the key path to rapidly upgrade irrigation agriculture in this area in the future.The water-saving amount in this paper included water saving of irrigation water, the "resources-type" saving water, the "efficiency-type" saving water and the amount of availability of soil water resourses.The main contents of this paper are as follows:â‘ Investigated the change of irrigation area and the amount of water use in agriculture,the area and production of main irrigation crops from 1980 to 2003, found the water efficient use in this area is very low in the past,so we shold learn the necessity to develop water saving irrigation and improve efficiency of soil water resourses.â‘¡Considered the reuse water and the efficient of improve production under the water saving irrigation project, introduced the irrigation water loss efficiency,confirmed the calculating model on "resources-type" saving water, comprehensive consideration of saving water and input production in water saving irrigation, pointed out the calculation of "efficiency-type" saving water; Combined with the effect of soil water resourses during the course of growth and development on crops, determined the calculation of Utilization of Soil Water Resourses under sprinkler irrigation, low pressure pipe irrigation and canal seepage control project,then obtained the increasing amount of water saving irrigation to broad inigation.â‘¢Combining the water requirements of main crops, analysed the amount of soil water resources and the excess and deficit of soil water resources of main crops in their growing stage,binding with the units increased in production,Calculating the amount of water saving of irrigation, "resources-type" saving water,"efficiency-type" saving water and the soil water resources under different water saving types in Bashang plantue. Where the amount of water saving of irrigation is 68.40 million cubic metre, "resources-type" saving water is 53.76 million cubic metre, "efficiency-type" saving water is 27 million cubic metre, and the utilization of soil water resources is 414 million cubic metre. Proposed the proper water saving irrigation method in Bashang plantue,which are sprinkler irrigation for vegetables, low pressure pipe irrigation for corn and potatoes, canal seepage control project for rice.?Stated the important role of the water saving irrigation and soil water resourses in the agricultural production clearly,Pointed out the trence of the bond of water saving irrigation measures and the utilization of soil water resources, in order to carryout water resources continue using and social economy sustainable development.The aim of the paper is to ascertain the amount of saving water and soil water resources under different types of irrigation project in Bashang plateau, in order to provide the academic basis to make full use of soil water resources to saving irrigation water, Reflected the efficiency of water saving and increasing yield, supplying theoretical basis for water saving irrigation and using soil water resourses in high efficient. It also has great realistic significance to relax the status of short of water and ensure the sustaining development of agriculture and improve the entironments.
