| Food safety has become an outstanding issue of global concer, quality safety of agricultura productsis very important for economic development and social stability. Our country is a country that has a large population but a few land,so agricultural production play an important role in the sustainable development of social and economy. Pesticide is one of the fundamental elements in agricultural production and plays a great role in improving the output of agricultural products.The great number of farmers are small scale and scattered. Excess and mixed pesticide is used, which resulted in soil,water and atmosphere contaminated. China face with three most important contradictions: increasing output,guaranteeing quality and protecting ecological environment.With the development of economy,science and technology, security requirements are more important than living requirements. So agricultural product security has become a top priority for people's livelihood. The system of production, process, and distribution are closely related to quality and safety agricultural product, farmers, pesticide application is a key factor controlling food safety in the food production. The problem of pesticide application , especially pesticide residue in food , not only connected with quality safety of agricultura products,but also world agricultural trade,reduction emissions of Green House Gas,ecological agriculture production and so on.This paper is aimed at exploring the impact factoc of using pesticide, which based on agricultural economy theories.,farmers'behavior theory and so on. Firstly, based on literature research, we construct the theoretical system of the farmer's using pesticide behavior. Secondly, we have designed questionary which based on studying the factors that effect of using pesticide. this research take Wuxi,Nantong and Huaian in Jiangsu province for instance.Thirdly based on the data of investigation, we have studied household characteristics,usage of pesticides and government support by using the descriptive statistical approach. Finally, we analysis three stages of pesticide application by binary logical regression analysis.As the results showed that the irregular and unscientific pesticide application behavior is still common in Jiangsu province. These impact factors ,gender, age,education level, annual household income , family size, labor force,plantation area and governmental training, make differences in significance with pesticide application behaviors of farmers in different stages. For understanding of instruction manual before pesticide application behavior, education level, labor force within a household and governmental training are directly correlated with the pesticide application behavior, while participants'gender, age, annual household income, family size and plantation area don't have a significant effect on the behavior. For protective methods during the application, participants'gender, education level, annual household income and plantation area have significant influence on the behavior while participants'age, family size, labor force as well as governmental training have an effect that's insignificant. For the handling of leftover pesticides, all seven factors, with the exception of labor force, have significant effects on the behavior. Participants'age, education level, annual household income, plantation area, family size as well as governmental training influence pesticide application behavior.Based on the above, the main innovation of this article is: take household Characteristics as a type of variable and system analysis the relationship between farmers'characteristics and behaviors of pesticide application.Take the actual investigation of Jiangsu Province as an example, we expect to provide the basis for implementation for transformation of agricultural production,ecological agriculture production,large-scale production by means of speeding up Land Circulation and speeding up the restructuring process of agricultural production.
