The water loss and soil erosion is a first concerned environment problem in China and the water and soil conservation works as the basic sate policy. The benefit of water and soil conservation is both the criterion and the substantial for conservation practice. In recent years, the conservation benefit has comprehensively attracted the social attention. The analysis of the relations between the conservation benefit and the improvement input has direct effect on the national experience conclusion for the conservation and improvement as well as the planning and decision making for the future water and soil conservation; it also serves as an important field in the science of the water and soil conservation. It is substantially meaningful to research the water and soil conservation benefit efficiency for the comprehensive improvement management, the cost efficiency and the benefit enlargement of Chinese water and soil conservation.The benefit of the integrated improvement for the water and soil conservation, as an economic activity, has close relationship with the input. Therefore, as a multi-input and multi-output production system, the water and soil conservation improvement can only be evaluated through the comparison of various inputs and outputs and the combination of the integrated efficiencies. Efficiency is a relative concept, because the efficiency of the water and soil conservation benefit is varied for the different natural, economic and social conditions of every valley. With the adoption of CCR and BBC models in the DEA approach, the water and soil conservation benefit efficiency of"Changzhi"project in Sichuan, China, is to be effectively and firstly analyzed, with the integrated evaluation offered.First, the topic selection and meaning and the objective and content of this research are to be illustrated, as well as the technological routes.Second, the progress and main achievements of the water and soil conservation benefit research are to be comprehensively summarized.Third, the Data Envelopment Analysis (DEA) is to be generally introduced, with the main research steps of DEA, CCR model and BBC model elaborated.Fourth, demonstration is to be given. The comprehensive efficiency, pure technological efficiency and scale efficiency of"Changzhi"project's first 6 phases'15 areas are to be evaluated with the help of DEA, with the scale efficiency of each area worked out and analyzed. After the above research, the suggestions for the conservation optimization and benefit improvement are to be offered. The input and output data of the six phases of three areas like Bazhong are to be listed to compare the benefit efficiency change of"Changzhi"project water and soil conservation.In conclusion, the main research achievements is to be summarized, with the further research prospect put forward.
