In China, the development scale of facility agriculture continues to expand, and the development plans of facility agriculture have been formulated in more and more areas. However, environment impact assessments (EIA) are not done in the existing plans, and the corresponding methods and the assessment techniques lack as well. The indicators system, a foundation and precondition of EIA, defines the specific content for environmental impact assessment. The suburban area of a city in Huang-Huai-Hai semi-humid plain was selected to be a representative region. The obtained data would be used to construct an indicators system to facility agriculture plan which would guide the environmental impact assessment work of regional facility agriculture plan.The domestic and international research results were analyzed and summarized firstly. Then combining the case of"general plan of urban modern agriculture demonstration park area in Dongdian, Xiqing District Tianjin", the basic indicator mode for the basic framework of the indicator system was selected, and all the indicator weights were calculated by analytic hierarchy process (AHP) based on which the pollution rules of facility agriculture. At last, the construction method of agriculture plan EIA was understood. At the same time, a complete indicator system was constructed too. The main results of indicators system of facility agriculture plan EIA are as follows:(1)"efficiency-resources-environment-ecological"basic indicators mode was selected as the basic framework for facility agriculture plan indicators system.(2)The indicators system was divided into three hierarchies which were target layer, standard layer and indicator layer. The target layer was the indicator system of facility agriculture plan EIA. And the standard layer can be divided into efficiency indicators of sustainable development, indicators of resource use, indicators of environmental pollution and indicators of ecological protection. Generally, indicator layer mainly contained 24 specific sub-indicators, such as gross product of facility agriculture, floor area of facility agriculture, pollutant concentration limits of soil environment and input of ecological environment protection.(3)All the indicator weights were calculated by analytic hierarchy process (AHP). The standard and indicator weights were obtained by the single ordering and the total ordering for the different hierarchies of the indicator system. In the standard layer, the indicators'weighted values of efficiency of sustainable development, resource utilization, environmental pollution and ecological protection were 0.2504, 0.1771, 0.4801, and 0.0924, respectively. The first three of all indicators were total nitrogen in the annual average concentration of soil (0.0940), pollutant concentration limits in soil environment (0.0852), and groundwater quality (0.0804). This result indicated that the soil environment and ground water environment are susceptible to kinds of factors after the plan was implemented.(4)In the following plan environmental impact assessment stage, each indicator score was calculated through analysis and prediction of the whole indicators, combining with the indicator weight, the planning comprehensive environment effect quantitative score was obtained. The score is the basis for the election of scheme and the evaluation of environmental feasibility.
