In recent years, with the extension of contracting grassland to the herdsman households, the management of grassland resources in Xinjiang becomes more scientific. But in practice, in the grassland management stations at the grass-root, there are still many problems exist, including disorder tenure data, difficult to preserve the management documents in paper, lag-in update and utilization of management data, and low working efficiency. To address the problems, it is very important to set up the grazing tenure management information system which can achieve the storage and management of spatial and property data of grassland resource management all in one system. Also the system can provide a graphic-text integration processing platform for rational and integrated exploitation of grassland resources in the future.The study takes the Ashili Kazak township of Changji City as an example to establish the management information system of grazing tenure. Based on the original data including the provided investigation statistical data, the map of grazing tenure, grassland types and utilization situation, the system is designed by using ArcGIS as the development platform, MapObjects control and VB as the development tool and Access as the database tool. The main research results achieved includes:i) The data management system is developed through the viewpoint of systems engineering and the new ideal of software development, using the extensible VB language. It can not only meet the need of data management, but also be improved and expanded.ii) The study breaks through the traditional form of grassland resource management system, by combining the spatial data as an indispensability factor with the traditional property data. It can not only achieve the both-way looking-up of data with diversified attributes, but also carry out the general analysis. It changes the limitation of traditional pure attribute data in storage, statistics, retrieval and so on, and it makes the scheme of decision-making more scientific and rationalized.iii) The system realizes main functions, such as the both-way inquiry of different attribute data, i.e. the both-way inquiry from text data to text data, and from text data to graphic data, the database management function including the data accession, modification,...
