Our throughput is 5,000,000 tons per year, sharing 20% of the world cotton output, and shares 25% of the cotton consumption of world. Our country is a big textile and habiliment export country, sharing 14.7% of the whole exit amount of the world. After joining WTO our country cotton produce face to an increasingly competion at international cotton market which ask for a higher quality. So the head thing at new period of development about us is to raise cotton quality from all aspects. Our country is a big cotton and textile producer, but isn't a technical country. Seen from the quality, benefit performance and the competition ability we have a certain gap with the advanced country. There is also margin. The problem is quality improvement. High quality is the key factor of raise our cotton industry competition ability.Through our countries cotton quality have a great improvement, and some indexes be placed in the world midding or high level, the widespread existence outstanding problem such as "mixed silks", high-quality cottons lack, florescence in frostbite etc make big influence in cotton industry and can't meet the need of industrial development. Therefore, we should have a consciousness to pay equal attention to yield and quality, and have a concept of no quality is no market, especially the fact of no benefit.Kaifeng City with superior natural condition located in middle of China, The natural condition such as sunlight, temperature, water, soil etc. can meet the need of cotton growth. Kaifeng is one of the advantage cotton producing areas in China which benefit for cotton growth. The cotton is big area plant in Kaifeng and have a centralize production and have district resources advantage. Cotton plant area come to 1,266,000 acres in 2006, share 11.48% of the whole crop planting area in Kaifeng. Develop high-quality cotton production have made great effort to the cities cotton planting areas economies development in many years and in the future it still will be the important factor to increasing farmers income and develop the whole city cotton area economy.This paper take domestic and international cotton produce especially our country high-quality cotton produce condition for background, analyzing plant history, planted layout, species and quality then point out key problems existed in current high-quality cotton production in Kaifeng city: firstly, cotton species is in a clutter, secondly, farmers can't make large-scale mechanization produces on crumb farm land, thirdly, high-quality cotton always own a high-price, fourthly, technique and establishment hard to use and technology knowledge spread system is incompletely, fifthly, farmers have not make a clear aware of high-quality cotton, sixth, production investment in cotton is decreasing, can't keeping a lasting development. This paper also give out the analysis for these problems. We put forward some measures for high-quality cotton production steadily development: firstly, establishment support policy, increase technical input, enhance upper period development, secondly, catch up key measures, improve the quality of cotton, thirdly, renew cotton area, optimize district layout, fourthly, actively to push industrialization and enlarge the scale. fifthly, do well service innovation and improve government administer power to keep the cotton production a lasting improvement. The paper emphasize that to improve the whole cotton production level, to upgrade the market competition ability, to actualize cotton production lasting development, need a systemic measure but not only a single measure in allusion to one aspect.
