With the fast development of social economics, the foundational constructions such as mines, traffics, towns and cities have been exploited deeply. Then the excessive exploitation directly or indirectly causes new environment problems such as soil erosion, land-slide and mud-rock flow and so on, which deteriorate ecological environment, degrade environment qualities, and imperil ecological security, foodstuff security and human habitats security at the large extent. Strengthening soil and water conservation management in construct project can efficiently reduce soil and water loss. However, some problems, such as incomplete management indexes, especially lacking of the management index system and quantitative analysis, existing in soil and water conservation management at present, restrict the development of soil and water conservation management. So it is necessary to study the evaluation on management indexes of soil and water conservation in exploitation and construction project.Based on the management status quo of soil and water conservation in the project of exploitation and construction, this paper chose 3 indexes, prevention monitoring index, construction project management index and supervision execution management indexes, to evaluate on management indexes of soil and water conservation, and divided these indexes into 12 subdivision indexes. By using the method of Analytic Hierarchy Process, the analytic and discerning model of soil and water conservation management was established, the scales of different management indexes of soil and water conservation was quantified, and the dominant management indexes were obtained. Moreover, test analysis was made based on the condition of soil and water conservation management in development and construction projects which had been put into use nearly ten years, and some suggestions were brought forward which cater to the development of national economics and ecological environment.
