In recent years,the number of production and construction projects in China showed a rapid growth trend,while bringing huge economic benefits,but also caused serious soil and water loss.Soil and water conservation supervision for production and construction projects became the key to control man-made soil and water loss.However,there were some problems in the process of supervision and management of soil and water conservation,such as missing judgment of illegal construction projects,difficulties of the whole process of project supervision,strong artificial dependence of supervision,unsound supervision index and lack of practicability.These problems led to the fact that current supervision was difficult to adapt to the rapid response and fine management of soil and water conservation.In order to solve the prominent problems existing in the process of soil and water conservation supervision and standardize the implementation of production and construction projects,this study took the process of soil and water conservation supervision of production and construction projects as the research object,focused on the contents of soil and water conservation supervision business,took the different construction period as the axis,made full use of spatial data,optimized the supervision method,carried on the spatial supervision to each kind of projects which have already started,constructed the dynamic supervision model,processed and standardized the overall business process of soil and water conservation supervision.On this basis,this paper analyzed the business,data and function of the supervision system,and designed the structure,database,function of the system in detail by using the object-oriented remote sensing information extraction,GIS spatial analysis and database construction,finally established supervision and management system of soil and water conservation of production and construction projects through component development method.Among them,the module setting of the supervision system was based on the different construction periods of projects,covering a number of functional modules such as program management,dynamic supervision,compensation fee collection,facility acceptance,administrative enforcement and query statistics,and realized the whole process of tandem supervision of the project,so as to provide services for the localization and quantification and standardized management of production construction project.The practical application of the supervision system shows that the users can quickly extract the disturbance spots of all the projects within the scope of supervision and accurately locate the projects,carry on the discriminant analysis of the type of compliance,screen out all the illegal projects within the scope of supervision.The supervision scope expands from a random point of the original supervision model to the full coverage of the area,and the efficiency of the system supervision increases by at least 3 times compared to manual.The spatial information obtained by the system can be used to verify the non-spatial data of soil and water conservation programs,supervision and inspection of the project,thus ensuring the authenticity and scientificity of the data which is the basis for the allocation of measures.Besides,users of different levels can grasp the specific circumstances such as spatial distribution,construction process and soil and water conservation measures through the system,then assess the implementation of supervision work.The system integrates the supervision means for different types of spatial and non-spatial data,not only satisfies the requirements of real-time supervision of production and construction projects to grasp the construction situation in time,but also realizes scientific management of the project stages by using the information technology,thus it can improve the efficiency and management ability of the soil and water conservation,provide a reliable basis for the water administrative departments to plan and control the work of soil and water conservation in the area and formulate concrete measures,so as to reduce the soil and water loss and maintain the balance and development of the ecological environment caused by the production and construction projects.
