Research On Forest Risk Management In The Plain Area Of Beijing

In the context of the construction of the ecological civilization of the capital and the creation of a world-class harmonious and livable city,Beijing has launched a million mu afforestation plan since 2012.Up to now,the forest coverage rate in the plain area has increased from 14%to more than 25%,and the ecological benefits are obvious.The environment has been greatly improved.However,with the increase of forest resources in plain forest areas,the rapid expansion of urbanization and the impact of extreme dry weather,the fire prevention work in plain forests requires new planning.This paper takes forest fire risk management in Beijing Plain as the research object,and evaluates the risk of forest fire in Beijing Plain by fuzzy comprehensive evaluation method.At the same time,SWOT is used to analyze the status of forest fire prevention in the Beijing Plain.Targeted countermeasures for forest fire prevention in plain areas were proposed,which provided strong support for fire prevention work in the Capital Plain under the new situation.The main findings of the study are as follows:(1)Research on the status of forest fire prevention in the plain area of Beijing based on SWOT analysis.The advantages are the terrain advantages,the construction of fire communication facilities,and the construction of early warning monitoring systems;the disadvantages are the increase of forest combustibles,the construction of fire prevention teams,and the pressure of fire prevention;the opportunities include policy guidance,technology promotion and cross-regional control establishment;threats Including extreme weather,increased difficulty in fire management and increased difficulty in fighting(2)According to the results of expert interviews,literature review and field investigation,construct a forest fire risk assessment system consisting of five first-level indicators and sixteen second-level indicators,using the fuzzy comprehensive evaluation method according to the four-level rating.The forest fire risk score in the Beijing Plain is 2.516(out of 4),which is subject to greater risk.Among them,the first-level indicators of combustibles risk factors,fire source management risk factors,and second-level indicators early warning monitoring factors have large scores,which are high-risk factors,and urgently need to take targeted measures.(3)According to the forest fire risk assessment results in the plain area,risk disposal of high-risk combustibles,fire source management,secondary indicators early warning monitoring factors and other risk factors,and put forward targeted countermeasures in light of the actual situation,for the fire prevention work in the Beijing Plain area.
