The Study On Effective Management Of Qilian Mountains Nature Reserve Based On Sustainable Development

With a long-term effort, Nature Reserve building in China has achieved great development. Based on the basic solving of the quantity problem, to improve the quality will be further efforts. How to improve the management quality of Nature Reserves ? First of all, we need to find the current problems of the management. At present, the international and domestic effectiveness evaluation tools of reserve management pay more attention to the system design and management process in protected areas. So, to continuously improve the management effectiveness of every Nature Reserve can ultimately improve the entire management of protected areas, which is a defect of the evaluation system of protected area .Therefore there is an urgent need to develop an management effectiveness assessment tool, which is suitable for a single Nature Reserve, in order to clearly define the objectives of protection threats and point to management deficiencies improvement.For promoting the development of Qilian Mountains National Nature Reserve in Gansu Province and raising the effective management of Nature Reserves, based on the unique regional conditions and the objectives of biodiversity conservation in Qilian Mountain Nature Reserve, this paper works out 19 score indexs for the Qilian Mountain Nature Reserve management effectiveness evaluation from four major aspects: management conditions (A), management measures (B), completion of tasks(C), management effectiveness (D).The management level will be divided into four grades: excellent, qualified, and basic qualified and unqualified. According to scores, Qilian Mountains Nature Reserve is classified as qualified. At the same time, based on the score and field research results, this text discussed the main problems of the effective management in the Qilian Mountain Nature Reserve: unknown Land ownership; unsound management system, function overlapping, multiple management with lacking of classified management; poor funding channels, a shortage of funds; unreasonable management institutions, inadequate management personnel capacity; poor environment quality; lacking community participation mechanism in Nature Reserve management and so on. And according to these existing problems, the paper targeted to the effective management strategies from the institutional choice,policy options and measures choices. The study will help to improve the quality and overall levels of management in Qilian Mountains National Nature Reserve and promote the supervision and inspection of the level management in the nature reserve.
