Situation Analysis Of The Pest Intercepted From Imported Grains In Huangpu

Biological invasion has become a major issue as an accompanying result of the global economic integration and it is closely related to the economy and ecological security.As the World Trade Organization was trying to eliminate the tariff barriers between the members and quarantine has become a new non-tariff barrier to protect the economy and ecology of the host country.The quarantine scientific basis of quarantine and quarantine regulation were constantly challenged by other countries for the benefit of their own countries.Nowadays,the developed countries are often in the advantageous position during the international trade as they started earlier and strong technical force.Irn recent years,the imported graim increased rapidly as long as the risk of invasive alien pest came in.Huangpu port is one of the first harbors that was authorized for grain importing and the grain import volume of Huangpu port was among the top level during recent years.This survey was based on gathering and analyzing the intercepted species,original areas and quarantined objects of Huangpu port from 2012 to 2015.We summarized the intercepted pests and imported risk and tried to provide quarantine measure for grain 1import.The results showed that:(1)interception number is not correlation with grain import batches and it is supposed to be caused the missing inspections as the lack of quarantine technical stuff.(2)The interception of pest in Huangpu port were mainly from United States of America and Johnsongrass and its cross breeds(Sorghum halepense(L.)Pers.and Bromus rigidus were the most often species of intercepted quarantine pests.(3)Due to the weakness of quarantine technological capability,rare bacteria and virus quarantine pest could be intercepted in Huangpu port.(4)It is hard to screen the imported graims on-site inspection as the lack of quarantine equipment and the technician could not gather the potential target samples during the on-site inspection.Based on the analysis of the intercepted pests of imported grain in Huangpu port,we suggested that our grain import quarantine measure still needs further improvement and put forward the proposals,such as,1)We need to establish and perform the risk assessment analysis as quick as possible.2)We should pay attention to the balance development on different quarantine techniques.3)We should strengthen our communication mechanisms with other quarantine ports.4)We should make effort to let the public be familiar with the quarantine laws and regulations.5)We should build up co-operation mechanism with other related government departments.6)We should enforce to take strict quarantine treatment.7)We should strengthen our supervision ability on grain dispatching and transportation.We showed that the quarantine status of imported grain in Huangpu port and also proposed some suggestions on plant quarantine work in the future.In order to adapting to the new quarantine circumstances in imported grain,we should strengthen our quarantine ability to intercept the dangerous invasive alien species and protect the agricultural economy and ecological security of China.
