Analysis, Prevention And Control Of Exotic Harmful Organisms Found In Suzhou Comprehensive Free Trade Zones

In recent years, with the continuous expansion of China’s foreign trade, the tradescale of Suzhou industrial park comprehensive free trade zone has been expanded,simultaneously the numbers of species and time of the intercepted pest have beenaccumulating. In this paper, the true and exact data of the intercepted harmful pestswere supplied by Suzhou entry-exit inspection and quarantine pest prevention andcontrol of exotic harmful biological laboratory. According to "Entry and exit animal andplant quarantine law of the People’s Republic of China" and it’s implementingregulations, the principle of the implementation of health and plant health measuresagreement (SPS agreement) established by the world trade organization, we analyzed allthe information of intercepted pest from entry port of the Comprehensive Free TradeZone of Suzhou industrial park, and put forward relevant suggestion of prevention andcontrol measures. The paper mainly includes the following contents:The statistic quarantine data during2011~2013from the comprehensive free tradezone of Suzhou industrial park showed that there were many kinds of harmfulorganisms entering via the entry port. Totally4017species-time was found, of which83species-times belongs to quarantine pest. Therefore, we carried out further analysis tocontainer, wood packing case and country or region.The most intercepted pests were from container and wood packaging case. Theinspection results revealed that during recent3years, the most3detected pestspecies-number from container respectively belongs to the countries of Malaysia, India,and the United State accounting for1574species-number and54.58percent of the total,meanwhile from wood packaging case, Malaysia, India, and the United State were alsothe main resource of exotic harmful pests, accounting for342species-number and42.01percent of the total. Therefore, the objects from these3countries should be key objectbeing inspected. Based on the characteristics of port quarantine intercepted pests, as prescribed bythe latest request of the "plant importing quarantine of the People’s Republic of Chinasex pest list", this paper provides the measure of quarantine, prevention and control tosix species pests, the convention of field inspection to improve prevention and controlof exotic pests in entry port of Suzhou.
