WebGIS is a kind of Computer Information System dealing with storage, handling, display, analysis and Geographical Information application under the Internet or Intranet network environment. That is, to use the compute model of browser\server's compute model and promulgate the electronic maps through internet to achieve the function of GIS.The application of WebGIS in Forestry Spatial Plan has improved the level and efficiency of it. But for some small and medium-sized users, who only have simple demand (like the function of spatial query, simple analysis and so on) there is no need to use the high-priced business WebGIS software. Therefore, it is particularly important to open the WebGIS source in their regards.This paper first introduces the network geographic information system and the characteristics of the basic principles; analysis of geo-spatial data visualization process and the division of WebGIS architecture; analyzed WebGIS construction of a variety of commonly used technologies; on the spatial data model and spatial data management summarize, and thus the realization of the Web Map Service conducted a detailed analysis. Mapserver next described in detail the structure of the system, mapping mechanism, MapFile the object hierarchy and the way the development of Mapserver; detailed information on the classification of elements of the use of space and self-classification map layers, in different categories and self-classification of space elements using different symbols for the map drawing books; introduced the principle of spatial data organization and the organization and, ultimately, a system framework of this article. After the introduction of the spatial database and analysis of the characteristics of a spatial database, the introduction of a PostgreSQL database on the PostgreSQL database profile; an analysis of the characteristics of PostgreSQL database to support data types and spatial database engine PostGIS, and then put forward the relationship between geo-spatial table - Object Model. On the basis of the eventual establishment of a system prototype.The Forestry Spatial Plan Database Network Platform in this article, based on Mapserver's open source web development environment and on the expansion module: PostGIS of open source spatial database: PostgreSQL, has made a reasonable stratification for forestry spatial data and indexed all levels, as well as made use of the powerful SQL of spatial database to achieve the analysis function of GIS and meet the needs of small and medium-sized users.
