China is one of the biggest countries which consume cooking oil, but the situation of the supply of cooking oil is serious in China: first, we just can supply cooking oil by ourself at 39%, and the other 61% is depend on import; second, because of the development of biodiesel industry in the world, especially the development in Europe ,which make the consumption for vegetable oil increase at 22% every year, so the import quantity of vegetable oil and material decrease but the price increase; third, the development of oil industry is slow in China. In order to alleviate the pressure of the security of edible oil, we should increase the area and the yield of rapeseed to improve the capability of the supply of edible oil. The biggest problem is how to improve the positivity of farmers to plant the rapeseed. In general, when the season which suitable for planting rapeseed, the farmers have three choices: first, decide to plant the rapeseed; second, decide to plant wheat; third, don't decide to plant anything. There are many factors which affect the farmer's behavior, but which one has the most influence on the behavior. So, this is the important study point in this paper. If we can understand how the factors influent the fanners behavior, we could make a series of policies to increase the area and yields of rapeseed.China's Yangtze River drainage area is the main producing areas of rapeseed, and Hubei province is truly the largest rape production and rapeseed commodity distribution center. In this paper, taking Hubei Province as an example, researching how dose each factor affect the farmer's behavior, explaining the internal relation among each factors. By studying the case, we analysis why the farmers don't want to plant rapeseed. The Nerlove model is used to analysis how dose each factor influence farmer's behavior in different place. The result showed that, the price of rapeseed, the price of wheat, the produce cost of rapeseed and the prior period area, among these, the price is the most import factor, and in different place, there are have different influence. For these conclusions, some suggestions have been presented: first, enlarging the area of rapeseed; second, protecting the price of rapeseed; third, extending the technique of rapeseed planting.
