Objectives: By systematically realize the current prevalent status and characteristics and the work status of HIV/AIDS prevention and control, know well the work status and characteristics of monitoring and evaluation (M&E) in five Aisan nations, to analyze and compare the characteristics of HIV/AIDS prevention and control M&E in five Aisan nations,and to discuss their successful practices and shortage, so as to provide references for the refinement of HIV/AIDS prevention and control M&E system in China and finally establish an effective and perfect HIV/AIDS prevention and control M&E system in China and other nations.Methods: This study mainly adopted qualitative methods to collect and analyze the material,data collection includes literature reviewing and expert interview ,data analysis includes disparity analysis,experts'discussion and literature analysis to study HIV/AIDS prevention and control M&E system in five Aisan nations.This paper mainly centred on the 12-componments assessment tool on HIV/AIDS prevention and control M&E system provinded by"Assessment Tool Guideline for HIV/AIDS prevention and control M&E"to comprehensively describe the HIV/AIDS prevention and control M&E work in five Aisan nations.Results: Asia has the second highest AIDS incidence in the world after sub-Saharan Africa, and it has done a great deal of works in HIV/AIDS prevention and control as well as M&E. We chose five nations that have achieved the most in M&E on HIV/AIDS prevention and control as our study objects, including Thailand, India, Vietnam, Nepal and Indonesia . The experiences from these five nations are as follows: (1) Established thorough organizational structures which can organize and coordinate effectively on HIV/AIDS M&E work; (2)Set out dynamic and flexible national multi-sectoral HIV M&E plans and launch effective monitoring on routine HIV programmes; (3) Established a thorough HIV survey, surveillance, evaluation and research system. Built up data sharing system and well connected national/sub-national HIV databases, which can ensure the timely announcement and utilization of high quality HIV-related data. (4) An effective data collection, check and utilize method which can facilitate decision making. However, there are also some problems and shortages in the HIV/AIDS M&E work in these five nations, which include: (1)Capacity, espically human capacity for HIV M&E calls for improvement; (2)Needed refinement on national annual HIV M&E work plan in those nations with HIV budgetary; (3)Insufficient in advocacy and communication for HIV M&E.Conclusion: On the bases of the experiences from the above five nations and to improve the work quality and level and ensure the effectiveness, persistence and stability of HIV/AIDS M&E in China, we propose seven suggestions: (1) Set up unified coordinate organization on both national and provincial level, and enhance the construction of organizations with HIV M&E capacity; (2) Draw up national capacity building plan on HIV/AIDS M&E and strength human capacity building;(3)Promote unite M&E form, and refine the national multi-sectional work plan on HIV/AIDS M&E; (4) Implement special management and planned usage on HIV M&E funds; (5)Enhance the construction and management of HIV/AIDS M&E data, and set up national data sharing and management system; (6) Draw up national plan on data analysis and release, and further the utilization of M&E results.
