Objective: By systematically analyze and assess the current work status and characteristics of HIV/AIDS prevention and control Monitoring and Evaluation (M&E) in Africa, to find out their successful practices and experiences, and to discuss their existing problems and shortages, so as to provide references for the refinement of HIV/AIDS prevention and control M&E system in China and finally promote the sustainable development of HIV/AIDS prevention and control in China and other nations.Methods: This study adopted data collection methods and data analysis methods, data collection methods include literature reviewing and expert interview,data analysis methods include literature analysis,experts'discussion and disparity analysis. We mainly used the 12-components assessment tool on HIV/AIDS prevention and control M&E system provided by "Assessment Tool Guideline for HIV/AIDS prevention and control M&E" to evaluate the current HIV/AIDS prevention and control M&E status in five African nations.Results: Africa has the highest AIDS incidence in the world, and it has done a great deal of works in HIV/AIDS prevention and control as well as M&E. We chose five nations that have achieved the most in M&E on HIV/AIDS prevention and control as our study objects, including Malawi, Kenya, Ethiopia, Zimbabwe and Swaziland. The experiences from these five nations are as follows: (1) Established thorough Organizational structures with HIV/AIDS M&E functions; (2)Organize and coordinate effectively on HIV/AIDS M&E work; (3)Set out dynamic and flexible national multi-sectoral HIV/AIDS M&E plans; (4) Launch effective monitoring on routine HIV programmes, and HIV/AIDS survey, surveillance, evaluation and research. (5)Built up data sharing system and well connected national/sub-national HIV databases, which can ensure the timely announcement and utilization of high quality HIV-related data. However, there are also some problems and shortages in the HIV/AIDS M&E work in these five nations, which include: (1) Human capacity for HIV/AIDS M&E calls for improvement; (2) Laggard in rear services and supports; (3) Needed refinement on national annual HIV/AIDS M&E work plan in those nations with HIV/AIDS budgetary; (4) Insufficient in advocacy and communication for HIV/AIDS M&E.Conclusion: There are plenty of successful practices and experiences in HIV/AIDS Monitoring and Evaluation M&E in African countries, which can be learned by China. To improve the work quality and level and ensure the effectiveness, persistence and stability of HIV/AIDS Monitoring and Evaluation M&E in China, we propose seven suggestions: (1) Set up organization structure with a workgroup model and establish a systematical HIV/AIDS Monitoring and Evaluation M&E coordination mechanism; (2) Draw up national capacity building plan on HIV/AIDS Monitoring and Evaluation M&E and strength capacity building;(3)Refine the national multi-sectional work plan on HIV/AIDS Monitoring and Evaluation M&E; (4) Draw up national annual HIV/AIDS Monitoring and Evaluation M&E work plan with a budget; (5)Enhance the advocacy, communication and culture on HIV/AIDS Monitoring and Evaluation M&E in China; (6)Set up national data management system on HIV/AIDS Monitoring and Evaluation M&E; (7) Strengthen the inspection and management of M&E data, improve M&E data quality and increase data use ratio.
