HIV/AIDS Prevention And Control Monitoirng And Evaluation System Assessment In Three America Nations

Objectives: By systematically analyze the work status of Monitoring and Evaluation(M&E) in three America nations, to discuss their successful practices and shortage, learntheir successful practices and experiences, so as to improve the HIV/AIDS preventionand control M&E system in China.Methods: This study adopted literature reviewing to collection M&E data. And we usedliterature analysis, experts’ discussion and disparity analysis to analysis M&E date. Weused the12-components assessment tool on HIV/AIDS prevention and control M&Esystem provided by "Assessment Tool Guideline for HIV/AIDS prevention and controlM&E" to systematically analyze the current HIV/AIDS prevention and control M&Estatus in three America nations.Results:(1)Organisational Structures with HIV:National coordinating HIV M&E unitwas established in three America nations.And to provide sector staff and furtheridentified division and plan.China establish national AIDS office,but not all provincesestablish HIV/AIDS unit.(2)Human Capacity for HIV M&E:Three nations realize thatthe important role of high level staff and to develop multi-sector staff trainingproactive.There are not developed human capacity building plan and training plan inChina.(3)Partnerships to Plan, Coordinate and Manage the HIV M&E System:ThreeAmerica Nations set up their coordinating unit and Guyana set up coordinatemechanisms on national level,sub-national level and donor level.In China,national AIDSoffice undertake the mission of M&E technique team,M&E unit to be responsible for coordinating.(4)The three country ask for the view of mult-sector before develop HIVM&E Plan and key parter agree with their.China M&E framework also ask for the viewof mult-sector.(5)There are not developed an annual cost national M&E workplan.(6)Three Ameirca countries launch HIV/AIDS advocacy activity.Develop differentmaterials for target different audiences.To create political and environment support.Wehave one staff undertake advocacy activity.7)Routine HIV Programme Monitoring:Threecountries can based on their characteristic to design data collection, transfer, andreporting mechanisms and China develop five Routine HIV ProgrammeMonitoring.(8)Surveys and Surveillance,HIV Evaluation and Research:Three nations payattention to develop surveillance system.Launch HIV/AIDS survey, surveillance,evaluation and research.We build surveillance station at national level and sub-nationallevel.(9)National and Sub-national HIV Databases:To establish the health informationsystem in favor of date collection, analyse and use.Our country establish differentdatabases for different unit.(10)Supportive Supervision and Data Auditing:There are notany supportive supervision and supervision mechanisms.But in China HIV/AIDS/STDunit in CDC undertake AIDS supervision(11)Data Dissemination and Use:The plan ofdate use is include in HIV M&E Plan and Standard format for reporting. China publishevaluation report and progress report at national level,at sub-national level,we changeinformation by different way.Conclusion: Three America nations established effective operation organizationalstructures with HIV/AIDS M&E functions and coordinating mechanisms.They alsodeveloping national M&E plan with Broad-based multi-sectoral participation and payattention to human capacity for HIV M&E.In addition three countries establish theirhealth information system so as to M&E date collection, analyse and use.They launchHIV/AIDS survey, surveillance, evaluation and research.But they have some problemswith HIV/AIDS M&E system,It is necessary to developed an annual cost national M&Ework plan in future work.To establish supervision mechanisms between stakeholders.In China,The organisational structures with HIV M&E functions and human capacity andadvocacy, communication for HIV M&E and HIV database still lagging behind in ThreeAmerica nations.Revelation: HIV/AIDS prevention and control M&E system assessment in three Americanations enlighten us:(1) Set up M&E organization structure at different levels and tostrengthen the construction of organizations structure for HIV/AIDS M&E;(2) Draw upnational capacity building and training plan on HIV/AIDS M&E and strength M&E staffcapacity building;(3)Draw up an annual cost national HIV/AIDS M&E work plan;(4)Enhance the advocacy, communication and culture for HIV/AIDS M&E in China;(5)Setup national information management system on HIV/AIDS M&E, which to improveM&E data quality and increase data use ratio.
