Objectives: Descriptive analysis and comparison on the status and characteristics and thework status of HIV/AIDS prevention and control monitoring and evaluation (M&E) infour European nations, to summarize their successful practices and shortage, so as toprovide references and inspiration for a better building in China HIV/AIDS preventionand control M&E system in China and finally establish an effective and perfectHIV/AIDS prevention and control M&E system to promote sustainable development ofChina’s AIDS prevention work.Methods: This study mainly adopted qualitative methods to collect and analyze thematerial. The data collection of information, including the collection of existing date andexpert interview; data analysis methods including document analysis, gap analysis, andseminars. This paper mainly centred on the12-componments assessment tool onHIV/AIDS prevention and control M&E system provided by “Assessment ToolGuideline for HIV/AIDS prevention and control M&E” to comprehensively describe andanalysis the HIV/AIDS prevention and control M&E work in four European nations.Results:(1)The four European countries to establish the AIDS monitoring andevaluation organization, only Moldova has established a sub-national M&E department;(2)Only Moldova establish human capacity-building plan, the four countries all havesome shortages in the human capacity-building process;(3)In addition to Bulgaria,the other three countries have national technical working group responsible forcoordination of the national M&E, and have the regular meeting mechanism;(4)Thefour countries are multi-sectoral participation in the development of a multi-sectoralwork plan;(5) the four countries did not set a budget for annual work plan, the M&Ework almost all rely on the support of the Global Fund;(6) The four countries does not have special supervision and evaluation exchange advocate plan;(7) The AIDS regularproject supervision, Surveys and surveillance are carried out better in the four countries;(8) the four countries did not establish national AIDS database;(9) in the four countriesdo not have to carry out supportive supervision, but regularly check the data;(10) theM&E data use of uneven in the four countries;(11) the M&E system in our countrypresent situation similar to the four European countries, there is still a lack of thegovernment budget, advocating communications project, national database and the useof data.Conclusion:(1) the four AIDS prevention M&E system infrastructure is weak, theorganization structure is not perfect;(2) the four human capacity-building are arbitrary,easy to repeat and blind;(3) the four M&E plans are lack of the government budgetsupport, affect the conduct of the work of M&E;(4) the four Surveys and surveillanceof individual features;(5) the four countries there is no national database of HIV/AIDSprevention,and M&E data dissemination and using has been limited, restricted the finalrealization of the purpose of the M&E.Suggestions:(1)To strengthen the HIV/AIDS prevention and control M&E systeminfrastructure;(2) Relax stakeholder participation access, advocate joint monitoring;(3)strengthen the check, management and use of data.
