Purpose:We construct the performance evaluation index system of medical key subjects in Hebei Province by using the retrospective analysis of the performance evaluation theories and methods, and then use this index system to evaluate the construction of the medical key subjects in Hebei Province from 2002 to 2006.Method:Apply the method of literature analysis to bring forward the theoretical basis for the construction of the performance evaluation index system, then form the frame of the index system; use experts consultation method and focus group discussions to form the elementary index system by screening and amending the system; apply the methods, such as clustering analysis and nonparametric test and so on, to screen the elementary index system, then the performance evaluation index system of medical key subjects in Hebei Province will be formed ultimately; use Analytic Hierarchy Process to calculate the indexes'weights for each level; apply the empirical study to analyze the performance of the medical key subjects in Hebei Province.Result:1. Based on the system theory and the performance management theory to construct the frame for the performance evaluation index system of medical key subjects in Hebei Province, this frame altogether constitutes by three levels of indexes. The first grade indexes contains six aspects including subject management, subject foundation, human resources, clinical performance, scientific research level and teaching level; The second grade indexes includes together fifteen indexes such as management construction, establishment of rules and regulations, main conditions of subjects and diagnoses and scientific research condition; the third grade indexes contains sixty-nine including organization management, finish rate of faculty, management thought and system administration and so on.2. Use two rounds of Delphi method and dynamic screening method to screen indicators, finally we can get the Evaluation indexes System. In the first round, ten indexes have been screened, and three indicators have been added; in the second round ten indexes has been deleted. After the two rounds, the third grade indexes have fifty-two indicators including organization, personnel allocation, management thought and system administration and so on.3. The positive coefficients of the two expert consultation are 100% and 95% respectively; authority coefficient of the expert in the two rounds are 0.878 and 0.895 respectively; The second round of coordination coefficient is a little better than the first one, it also shows that the evaluation result of the experts have strong consistency.4. Apply the Analytic Hierarchy Process to calculate the weights of the performance index system for the medical key subjects in Hebei Province; according to the characteristic of the index system, define the indexes'meaning in each level, change the quantitative indexes and qualitative indexes in the third grade, and judge a marking according to "excellent", "good" ", "satisfactory", "barely adequate" by realizing degree. Use expert consultation to amend the grade standards, ultimately form the measurement tool of performance evaluation.5. Use the performance evaluation index system of medical key subjects in Hebei Province to evaluate forty-two subjects from 2002 to 2006. The result shows that through five years'construction medical key subjects in Hebei Province have obtained achievement, outcome of performance evaluation ascends year after year; tempo of key development subject is much faster than key subject, and difference between them is gradually lessened; the management and scientific research have been enhanced which promote the science intercommunion. The medical key subjects have became the technical innovation platform for cohering and fostering talents, and became the forward-edge position for the development of medical technology.Countermeasure and suggestion:1. Increase the investment for the government to the key subjects The government must enlarge the investment to the medical key subjects year by year, and put most of the investment to the subjects of provincial level which have well foundations, high reputation, great influence and strong radiation power. The government must speed up the construction process, enable them to have the breakthrough in certain aspects, and let them have further and breadth development; support and guide more funds to the practical technical project, and benefit the people unceasingly through the introduction and the innovation of medicine technology,.2. Establish the system of performance monitor and dynamic managementThe government should strengthen the dynamic management and performance monitor in the construction process of the key subjects, adopt the way of the performance annual report to combine the daily management and the stage inspection; renew the appraisal standard unceasingly, implement the elimination mechanism; carry out the dynamic management and the evaluation mechanism.3. Enlarge the cultivation intensity of the academic leader and reserve academic leaderWe classify the talents into five types: The first is "一" type , the second is "I" type, the third is "T" type, the fourth is "十" type , and the fifth is "A" type. The government should intensify the culture of inter-disciplinary talent in order to foster the academic leader. The "十" type or "A" type talents, who has extensive knowledge, clear mind, great foresight and supernormal diligence, should be considered as the academic leader and reserve academic leader, and they must be cultivated emphatically.4. Pay much attention to enhance the scientific and technological innovation ability of the key subjectsIn the construction of key subject, scientific and technological innovation is the most important, direct and active factor to impel the development of the subjects, we must consider the scientific and technological innovation as the construction basis of the key subject. 5. Establish the incentive mechanism for the execution of the medicine key subjects'evaluationHealth administration or the hospitals of the key subjects stimulates the key subject team according to the specific standard and procedure, rewards the excellent and punishes the inferior, pay attention to the actual effect, and mobilize the enthusiasm, initiative and consciousness by the way of performance reward, spiritual compensation, bonus and so on. It is important to guide them to achieve the performance goal diligently.
