Along with economic development and social progress, higher education has also been great development, then colleges and universities have come increasingly heavy responsibility. Because insecurity in society become more and more, security issues of students have become more apparent, For example, " Chao Ripper case ", "Ma Jiajue Incident", Thus ensuring the safety of students is the most important responsibility of universities. The fundamental task of universities is to train personnel, and security is the prerequisite and guarantee for personnel training. In order to create a healthy environment to the young students, we should strengthen regulation and governance on campus and the surrounding environment, and protect the safety of students on the physical environment. The safety of the physical environment is a basic, however more important thing is the safety awareness of students. We train security awareness of students by carrying out safety education. The purpose of carrying out safety education is to help students to establish positive safety values. Establishing positive safety values is very important to college students. Only by establishing a positive safety values, college students take the initiative to make up for their lack of safety education, to improve their disaster preparedness and response, to adapt to society and the sense of crisis prevention and disposal capacity.Values have three basic components:the goals of value, the means of values, the evaluation of values. Based on value-basis theory, we proposed the operational definition of safety values of university students:In order to achieve their own physical, psychological and other aspects of security, they take concrete ways or means to achieve this mental process. An open questionnaire was designed according to the operational definition. Through analysis of 142 open questionnaires, we proposed the dimension concept of safety values, and finally we got a formal questionnaire of safety values of university students, including 26 items. Exploratory factor analysis of 685 initial questionnaires and confirmatory factor analysis of 574 data resulted a factor model, which was consistent with the initial dimension concept. Reliability and validity were examined by internal consistency coefficient, content validity and construct validity.974 data were studied to find out characteristics of safety values of university students. Results showed that: (1) Safety values of undergraduates classified as "safety value target" and the "safety value means" two dimensions. Safety goals include both the value of physical security and psychological security; safety means include the ideas and attitudes towards safety, security, mastery of knowledge and skills in security, and personal safety behavior.(2) Questionnaire of safety values of university students has good reliability and validity and can be used as an effective measurement of safety values of university students;(3)Generally, university students have positive values in safety. Girls in the total security questionnaire and safety target questionnaire have higher score points than boys; students in the security means questionnaires and related knowledge and skills in safety have significant difference in the different professions; college students in safety awareness and relevant knowledge and skills in safety dimension have significant differences in different family residences; students in physical security, safety target questionnaire and safety values questionnaire have significant differences between the different grades.
