Cultural creative industries, which asks for creativity and emphasizes that creativity can support and promote the development of the economy, is a new industry. It has a relatively less demand for many kinds of resources and it has a character of "little investment for high income" and most of all, it is no harm to the environment. So developing cultural creative industries is helpful to the environment and it is a possible way to save resources, in addition, it has an important meaning to the growth of economy in each province in our country.According to the character of the cultural creative industries, we cannot implement policy in a way of other industries. However, the research on cultural creative industries in our country is not comprehensive enough. It lacks of systematic research with inner mechanism which includes industrial structure, evolution behavior, and inner motion mechanism. So it has no guidance when the policy is being implemented.Using self-organization theory to study the cultural creative industries can find out the requirement for the development of self-organization, and to know the principles inside the system of cultural creative industries. Moreover, the article offers efficacious analysis of policies in development of cultural creative industries so that they can ensure an excellent environment for the growth of cultural creative industries. In the meantime, the article chooses the cultural creative industries in Hangzhou as examples. Throughout the analysis of the situation and policies of them, we can find the principle during the development of cultural creative industries in Hangzhou and discover an effective way to promote the cultural creative industries.
