In the past three decades, translation studies has exploded with new developments as it has gained a lot of new insights from other related disciplines among which hermeneutics, especially modern philosophical hermeneutics, exerts great influence on the development of translation studies. Actually, translation studies is always closely related to hermeneutics, for both of their starting point is understanding and interpretation. Over the development of hermeneutics, Friedrich Shleiermacher's Psychological Empathy and Hans Gadamer's Fusion of Horizon have always been regarded as a pair of conflicting concepts, and also the most obvious difference between the writer-centered general hermeneutics and the reader-centered philosophical hermeneutics.Guided by hermeneutics'view on translation, this thesis sets out to launch a comparative and descriptive study on the English translations of Tang poetry by A. C. Graham and Xu Yuanchong, aiming to find out their main differences in translation strategy on the micro-level, to explain the differences from these two perspectives on the macro-level. Adopting comparative translation study and case study as methodology, this thesis conducts a comparative study of their translations from the reproduction of form and content of original poems by selecting Li Shangyin's ten poems as examples. Hermeneutics is employed to explain the differences and these differences also serve as evidence to expound and prove the hypothesis of this thesis, i.e., the relationship between Psychological Empathy and Fusion of Horizon is complementary instead of merely conflicting in literary translation and literary translations are the integration of Psychological Empathy, the writer's horizon and the translator's horizon.
