The leadership ability has been the focus of the leadership psychology.But to one's pity, most of the previous investigation is only writtendescriptions of the leadership ability, and the substantial investigations areseldom carried out. The few substantial investigations are mainly about theleadership ability of the leaders in enterprise and almost none of them areabout the leadership ability of the leaders in party and governmentorganizations. This paper tries to do on it.On the basis of analyzing the documents on leadership ability of homeand abroad, the author use opened questionnaire and individual interviewmade leadership ability questionnaire. After predictive test and formal test,stay 42 items do factor analysis. On basis of total and scree plot, holds theview that the leadership ability of the leaders in party and governmentorganizations is composed of seven dimensions. That is the communicatingability, the creative ability, the organizing and coordinating ability, thechoosing and using talent ability, the making decision ability, the emergencyability, and the self-discipline ability. Reliability coefficients of a on the holequestionnaire is 0.9593, reliability coefficients of a on every dimension isbetween 0.70-0.87.Seven dimensions can occupy the cumulative of60.959%,and the criterion-related validity is significance .On the basis of this,the author puts forward the tree-type model of the leadership ability. Thecuboid at the model bottom represent the soil where ability appearance .Thetree trunk represent the basic ability. The leaves represent the leadershipability. This model expounds the appearance, development and application ofthe leadership ability in detail. The last step of this investigation is to drawthe measuring scale of the leadership ability of the leaders in party andgovernment. After predictive test and formal test, stay 44 items do factoranalysis. On basis of total and scree plot, the scale is divided into the makingdecision ability, the choosing and using talent ability, the communicatingability, the emergency ability, the organizing and coordinating ability, theability, the emergency ability, the organizing and coordinating ability, thecreative ability, and the self- discipline ability 7 sub- scalcs, Reliabilitycoeffcients of a on the scale is 0.9593, reliability coefficients of a on everysub-scale is between 0.57--0.86.Seven factor can occupy the cumulative of54.783%,and the criterion-related validity is significance.The result of the investigation manifests that:(l) In terms of theleadership ability, male leaders are equivalent to female leaders and even theleadership ability of the female leaders are superior to the. male in someleadership ability (for example, the communing ability). (2) The leadershipability of the leaders in bureau is obviously more capable than that of theleaders in office.(3) When selecting leaders, the young man should beappointed for most of them are more capable. (4) The selection of leadersshould consider the factor of academic credentials and it is better to select theleaders with at least undergraduate educational backgrounds.(5) The time forleaders holding a post should not be too long. (6) It is best to take thenumber of years for working into account when sclecting leaders.
