This thesis aims to make a probe into the nature, the characteristics, the basic pattern and the implementary scheme of English language testing oriented toward Education for Quality. The economical globalization and the advent of knowledge economy and information age have resulted in the huge changes in both the national and the international situations. The relative lagging of China in terms of her concept and system of education, the training pattern, the content of both education and testing together with their methods and means has been severely affecting and restricting the all-round development of the students, so they can no longer meet the practical needs of improving the qualities of the whole nation and meeting the challenge of the new age. We are demanded, taking into consideration the whole situation of the national construction and revitalization, under the guidance of Deng Xiaoping Theory, to fully carry out the spirit of the Party抯 Fifteenth Session, deepen the education reform and all-roundly advance the education for quality so as to establish a scientific and vital socialist education system with Chinese characteristics and lay a firm foundation of knowledge and staff for the implementation of the great strategy of 揵oosting China through science and education? The implementation of Education for Quality reflects the social progress and the demands of the age. It not only deals with all the aspects of education, but holds a close link with the national economy and the society, and affects the course of China抯 socialist construction in a direct way. Researches in the related fields must be constantly enforced so as to meet the demands of conducting scientific researches, the demands of the practical politics and economy and the demands of V 7, \~ H 7 valuing Man and improving their qualities. The teaching of foreign language is a part of Education for Quality. The research into foreign language teaching and testing oriented toward Education for Quality is a highly complex matter. In concerns with all the aspects of the teaching, with a lot of subjective-objective factors and external-internal conditions, and with macro regulation and control and micro operation. The teaching of English language in China has long been facing a problem of 搈uch investment with poor effect? because the vast learners cannot make use of the tool effectively to serve their purposes even after a rather long time of learning. There might be various reasons, and one is that the traditional language testing, both in theory and practice, violates the scientific laws and fails to meet the practical needs. It has lost its correct orientation in the 揳bnormal circle?of the education for test and produced a serious negative washback effect, which has resulted in the high-score-with-low- competence phenomenon and the vicious circle between language teaching and language testing. The quest for some scientific and effective testing theory and methods and the exploration of the corresponding testing pattern and implementary schemes, both of which accord with and serve the practical needs, have become increasingly important and necessary in China today.
