According to reviews on work motivation, analysis of the questionnaires conducted among 145 employees of enterprise and public service in Chongqing, and retrospective interview with experts , certain employees and administrators, this study puts forward its own theoretical hypothesis on work motivation. Based on the work done, a preliminary questionnaire and a sentence complement test on work motivation are conducted. After two times testing, the formal questionnaire is formed and carried out among 1379 employees of enterprise and public service in Chongqing by two stages. The result is:1. The self-made questionnaire is of good reliability and fair validity. Through the method of explore factor analysis, its found that work motivation of enterprise and public service in Chongqing are constructed by two dimensions (internal motivation and external motivation) and eight factors (study, mastery, development, achievement, relationship, wage, projection and worry).This model has been confirmed by Confirmatory Factory Analysis, and the goodness of fit index is fairly good .2. The order of ratings' mean of every dimension and factor given by statistics is: wage, study, mastery, development, achievement, relationship, worry and projection.3. There are significant differences among different units in the following factors: study, achievement, relationship, internal motivation and external motivation.There is no significant difference among different occupation excluding mastery factor, projection factor and external motivation. There are significant differences among different education background in the following factors: study, mastery, relationship, worry and internal motivation. The sex effect in all factors and dimension is not significant. The age effect in wage factor, projection factor and external motivation is statistically significant.4. There is a significant interaction between unit and occupation variable in the following factors: internal motivation, study factor, master factor and relationship factor. There is a significant interaction between age and sex variable in the following factors: development, relationship, wage and internal motivation5. The occupation and education background is the two mail factors affect the internal motivation. The age has an important impact on external motivation.6. There is a turn as the employee become old on total work motivation level, and the develop direction on statistical chart is a "V". In other words, the total work motivation level of employee is slowly decreased from youth to middle age, and its level is gradually increased from middle age to old stage. The employee's internal motivation is steadily declined as they grow up. The external motivation level of employee tends to ascend from youth to middle age, and it reaches to a steady point when they are in middle age. The level that the employee valued on study and mastery factor gradually goes down as the employee become old. The employees pay more attention on mastery factor when they are in youth or middle age compared with old age. The trend of achievement, relationship and projection factor is go up when the employee from youth to middle age, and it reaches to the highest level, then it will be declined. As the employee become old, its increased in wage and worry factor, and it comes to the highest level.
