The official organizations were excessive and overlapped, the bureaucracies were redundant and overstaffed and the administration of officials was bad in the last stage of the Qing Dynasty. It is difficult to get rid of the deep-rooted practices that were mentioned above.Since recalled the painful experience, the government of Qing Dynasty was compelled to proclaim reform by urgent position in order to stabilize its governmental status, to alleviate the foreign aggression, to reduce the civil strife. The government of the Qing Dynasty neated the administration of officials, adjusted and transformed the official organizations, upbuilded constitutional monarchy, the government adopted all these measures for the sake of refurbishing the administration, reforming government and stirring itsself. However, the bureaucracies changed the officialdom into the biggest bribe field and the biggest bourse in whole country. All reformation measures became the means and opportunity of contending for power and profit, of striking dissidents, of cliqueing in order to feather their nest, of arrogating power to themselves. The reform couldn't hold back the extension of corruption; on the contrary,the reform accelerated the extension of corruption. The reasons were that the executants of reform were awfully selfish, the reform moved and operated in the traditional Autarchy-Bureaucracy System and the reform was not downright. The extension of corruption not only superinduced difficulty, but also damaged the image of the reform, it is a ultimate reason about the fail of the reform. And then, the reform couldn't save the fate of Qing Dynasty; on the contrary, it accelerated the fall of the Qing Dynasty.
