Cultural Matters In The International Relations & Worldwide Value Of Chinese Traditional Culture

Ⅰ The culture conceptCulture is defined as a diversified and ambiguous concept, its core characteristic is basic value deriving through the whole history . Moreover , the basic value, a kind of life style, is common concept hidden in the human community. Interpreting the culture is interpreting the basic value, and making sense of the culture is making sense of the basic value. When the culture is combined with the international relations mutually, culture is personality, thought method, value-oriented ……etc. of social community which affect on international relations by a nation foreign affairs .Ⅱ The cultural influence and function on international relationsSince the end of the Cold War, in the academic circles, the international relations re-interpreted from the cultural view has been evoked as a new wave tide. With its unique connotation and value, culture presents a new vision to interpret the international relations for scholars .First, on domestic level , culture is the composing factor of the national power : culture which is carrying the concept of basic value , political idea, race tradition, race personality, ….. etc. of all nations , are main factors to proceed political integration, then , form the cohesion of race and nation. Only can nations which have the cultural cohesion and the value integration keep its regime stable. Culture is the major factor to influence the establishment of a nation foreign policy : culture matters, basic value, affects on people exterior behavior directly. The establishment of a nation foreign policy is the consequence of various factors interaction, which relates to the economic benefits question as well as involves in the morals, ethics judgement . Due to originating from the different cultural backgrounds, China and the West target at implementing different foreign strategy. Individual cultural background influence the international relations: we can't ignore the function of political elite, economy strong, technology giant during the development of a country . They are in face of the international situation directly, establishing the counter-plan in name of the country, however, in the process of conducting foreign policies, their basic value, morals emotions etc. involved.Second, on international level, congeneric culture leads to constructing and establishing the international cooperation and alliance, on the contrary, different characteristic culture is composing major factors for inducing and deepening the international conflicts, but, in the homogeneous culture interior, those countries do not cooperate each other. In the process of conflicts between the different characteristic culture is also a process of culture mixing. Since the ancient time, culture global interaction has begun, and now it is called Culture Globalization, which is communicated across all over the world. It is conducive to relax and developed in international relations, and provide the new idea and principles for the international relations that conduct sophistically increasingly. The existing of the Cultural Congeniality is accordance with the Cultural Diversity, on the other hand, in the Cultural Globalization background, "Seeking Culture Identity Consciousness" are being deepened. Nationalism is based as the Cultural Homogeneity, its effect on the international relations is cultural similarity and differences effect on the international relations. We should fix the appropriate position for culture element with its function in the international relations. therefore, Culture will play a positive role and value. National interests, such as economy, politics, military forces….etc. are still fundamental factors to domain a nation foreign affairs . Comparing these factors, Culture can't develop determinant function. As a consisting part of ideology, culture can only counteract the economy, country, its influence on international relations are minor and limited.
