Study On Prohibiting Drugs From Manchu Dynasty To The Republic Of China

Drug problems have become the global and social harmful effects. It threatens seriously the human health. Recently, it has caused the social extensive concern. Therefore, dissolving the drug's harm and purifying the mind between society and people has become an important mission. To solve the realistic problem, we should summary the past history experience. For this, I chose this as my research object and want to offer some consults certainly for today by the past historical summary.This paper aims at the research of three large-scale forbidding drugs movements taking place in Xinjiang from the Manchu Dynasty to RC. According to the time order, the paper consists of four parts. The first is mainly about the source of opium in Tao Kuang, the local government of Xinjiang , according to the central order, puts into some measure to forbid opium, and analyze the first forbidding drugs movement in Xinjiang .The second part discussed the cause of the second forbidding drugs movement in Xinjiang from the end of Manchu Dynasty to the top of RC because the opium increased rapidly in guangxu. It sums up the government measure from four aspects, that is, reinforce propaganda, four forbidding put together, strict laws and prevent the source. Because the correct measure, this movement is successful. The third part emphasized to inquiry into the third forbidding drugs movement in Xinjiang at the turn of RC. It analyzed forbidding drugs circumstance in Shenshicai and Zhangzhizhong government. During this period, the government took some measures from four aspects (forbidding drugs plan and forbidding drugs organizes, forbidding drugs laws, forbidding drugs measure), and it also obtains the certain result. The fourth part firstly retrospect three large-scale forbidding drugs movements, then analyzes the cause of success and defeat, at last sums up the experiences and lessons from it. From The Manchu Dynasty to RC, although Xinjiang strode over two different ages, but in regard to forbidding drugs and anti forbidding drugs, the circumstance is firmly relevant. See from Manchu Dynasty to RC, forbid drugs is a long-term and iterative process, and involves in the nation policy, official's character, economy develops, people character. Therefore, up to now day, we can still say:" Xinjiang forbids drugs work, the term is heavy but the way is far".
