| Former scholars studied the businesses of westernization of the late Qing dynasty mainly from the point of history and economics. The Foochow Arsenal has been an important research object by historians and economists from its founding, especially before and after XinHai revolution. Many scholars has studied it especially and published some valuable papers on it. On the base of these studies, I try to analyse it from a new point, that is from political power, so that, the researches on modernization would be more plentiful. my paper mainly analyses the complicate political power about the founding of the Foochow Arsenal from that it was talked to it was basically founded(1873). With the theory of political power by Li Jingpeng, my paper studied the power relationship and the power running system around the political power subject Zuo Zongtang.Before middle 19s, Qing Dynasty was arbitrarily ruled by Man minorities. The central government controlled local army,finance and personnel, and the local governor had very limited power. But after the twice opium wars, with the tide of capitalism coming,"when China and the word were incorporate, and China was engaged in the system causing changes gradually, the Chinese political construction and character were unchangeably transitted". And meanwhile, the internal crises became serious, and the TaiPingTianGuo peasant revolution destroyed the ruling order of the Qing dynasty greatly. Under the impact of internal and outer crises, the social political frame began to change, and the most obvious were the decadence of central authority and the rise of local forces.The centralization of late Qing dynasty declined gradually, and that was the result of the alternate development of the feudal dynasty. The Qing dynasty had undergone its prosperity period after more than two hundred years' ruling. The prosperous development of the Kangxi,Qianlong and Yongzheng dynasty foreshowed the incline of the development of late Qing dynasty from prosperity to downfall. According to the long history development of china, this was an inevitable natural regular pattern. The affect of other casual actors also aggravated its downfall. One hand, the government could not deal with the internal and outer crises well and this weakened its ruling validity; On the other hand, the local forces had managed the crises more successfully than the centre, and pushed the leading modernization of china then, so they became very strong political forces sharing power with the centre.And then, the crises forced the central government to allow the local governors to have their own armies. So the dynastic power system changed from centralization to double power of centre and the districts which had more power. The local governor mastered the army,finance and decision-making power, and at end ,they had arbitrary power. The local governors opposed to centralization instructed that the local acentric forces mainly composed by Han majorities became strong on one hand, and on the other hand, it instructed that the national power declined gradually. because of this, the ruling forces grew;meanwhile ,the decision-making on diplomacy,economy and war was all approved by the government through the local governors suggesting. The central government gained information mainly from local governors. Zuo Zongtang was one of them. His personal characters,talents,achievements and so on made him become one who was recommended and thought much of by powerful ones under situation of the Qing authority declining. This made the base of his requesting for and being allowed to establish the Foochow Arsenal.Impressed by the thought of Lin Zexu and Wei Yuan's "learning others new technology to resist them" and the thought of "learning for use" of his teacher and friends He Changling,He Xiling,Tao Shu and so on, and the thought of his patriotism ,Zuo Zongtang had thought of founding the ship-building bureau earlier and made great efforts for this.
