Research In Policy Of Agricultural Extension Of National Government Of Nanjing (1927-1937)

"Relieving agriculture" and "rejuvenating countryside" became the common understanding in the 1920s and 1930s.After being setting up, Nanjing National Government adopted several strategies, such as land reform, rural education, cooperative movement, reform and popularization of agricultural technology, to remedy the agricultural crisis. The researches before 1990s paid much attention to reform on the relations of production field adopted by Nanjing National Government. Most of them held a negative and critical attitude on the reform, attached little importance to many angles of view, and kept the traditional image of Nanjing Government with the habitual thought and vocabulary. Since 1990s,the researches tend to pursue the objectiveness and fullness of history. The "agricultural extensive policy" not only stresses on the research of productivity reform, but also pays attention to the functions of government from traditional agriculture to modern agriculture. However, both of them are vague from the view of research.The reason for introducing western agricultural studying and rising of modern agriculture was the predicament and limitation of the management of traditional agriculture. Late Qing and Northern Warlords Government advocated agriculture reform and popularization and popularized the achievement of experiment on agricultural improving among the people, which turned into productivity directly and thereby promoted agricultural production. Facing the severe agricultural crisis, Nanjing National Government, implemented the "agricultural extensive policy". The dissertation discusses the issue of the agricultural extensive policy, establishment of agricultural department, setting up of organizing system of popularizing organization, the details of advocating agricultural extensive policy and the factors which had negative influence on popularizing the policy, and the efforts made by Nanjing National Government.
