After the Mukden Incident, the Nanjing National Government Appealing to World Opinion, hoping the League of Nations can hold the international justice.But the League of Nations only show moral sympathy without expressed acts of aggression against Japan nor take any effective measures.After Shanghai Incident in1932, the National government established "on the one hand to resistance, on the otherside to negotiate" policy towards Japan, in addition to insist on not to sign a humiliating treaty, once again brought to the League of Nations under the Covenant on disposal of fair justice. After Tanggu Agreement was signed, the Japanese invasion spearhead to further North.The future of the Sino-Japanese relations is worrying.In the autumn of1934, Chiang Kai-shek entitled "Enemy or Friends?" Review article, called to open the deadlock of the Sino-Japanese relations. As a response, the Japanese Foreign Minister Hirota Koki made a Speechin On January1935at the Council which titled as "no threaten, non-aggression", to clarify the new policy toward China, the words "collaboration" has become the public opinion of the two countries popular terms.In May, the parties successfully exchange ambassadors diplomatic move was made of Sino-Japanese relations from the seemingly entered the best stage of development. However, The Crisis of North China followed by the relations between the two countries re-cooled by the heat. On October7, Hirota, the Foreign Minister of Japan, summoned the Chinese ambassador to Japan, Chiang Tso-pin, made a formal presentation to China "Three principles ". Held one month after the Fifth National People’s Congress of the Kuomintang, Chiang Kai-shek raised the slogan of "the last minute". After the reorganization of the National Government appointed Chang Chun as foreign minister, to perform the so-called "total adjustment of Sino-Japanese diplomatic relations" strategy. Chang Chun uphold the intention of the Government, whereby frequent contacts with the Japanese side stakeholders, a series of diplomatic negotiations. Is the pre-war Sino-Japanese relations is the most intense period of1935-1937years, the ideal order of the Nanjing National Government in order to achieve the first security after stabbing outside, to use diplomatic channels to deal with Japan at the negotiating table, that even if can not be avoided or at least possible to postpone the final break, to gain time to prepare for. During this process, the policy toward Japan has experienced a critical shift from passive to proactive.
