The Thinking On Cultural Industry System Reform Of Our Country

In recent years, with the new and high technology infiltrating the cultural field, the cultural industry is regarded as new growth engines, draw common concern of international community day by day, how to promote the cultural industry to develop thoroughly, become an outstanding problem in the public and manage field. The culture system reform is that a brand-new state policy which is different from the economic system reform, the focal point of the reform is to make the relation between the cultural undertakings and cultural industry in order, change government's cultural management function, set up new national cultural management system. To deepen the culture system reform is the prerequisite of promoting the cultural industry to deepen development, only solve the system obstacle , system drawback and may just bring about an advance of the cultural industry。This thesis is on the foundation of " Decision on perfecting several questions of socialist market economy system of the Central Committee of the Communist Party of China " which the Third Plenary Session of the 16th Party Central Committee passed on October 14, 2003, bases on the current situation of the development of the cultural industry of our country, combine the foreign cultural management system and experience of pilot work of culture system reform, discusses the question of promoting the development of cultural industry further. The thesis is divided into three parts totally. The first part is the outlining of the cultural industry. This part includes concept explaining of the cultural industry and historical evolution of the cultural industry. In the concept explaining of the cultural industry, it introduces the origin of the cultural industry and definition of the cultural industry of our country. The second part is the current situation and existing problem of the present cultural industry of our country. This part includes current situation, existing problem of the cultural industry of our country and policy on the cultural industry of central government. At first, it discusses from three angles of changing from traditional cultural industry to the new developing cultural industry, stock field releasing and increment field new developing three angle , field of industry , industry of energy explain of our country current situation of cultural industry; Secondly, it draws the conclusion of the existing problem: it is an extremely severe objective reality that the cultural products market of our country has " strategic shortage "which is from carrying on rough analysis and prediction to the state between supply and demand of the field of culture life of our country. Finally, it introduces nine policies on the cultural industry of central government. The third part is deepening the culture system reform, advancing the development of cultural industry. This part includes the evolution of the cultural management system of our country and question existing in cultural management system at present, foreign cultural management system and mode, importance,necessity and goal of culture system reform, and deepening the culture system reform, advancing the development of cultural industry. In the evolution of our country's cultural management system and question existing in the cultural management system at present, it discusses the cultural management system of establishes period, twists developing period , turmoil period, resumes period, reforming period. It discusses the question existing in cultural management system from policy incomplete, put into insufficient, construction lag behind, manage passive, difficult to participate in the international competition industry, brain drain, the team lazy.
