The Song Dynasty had its quite important status in the long history of China's feudalistic society. In this period, China's population exceeded one billion for the first time. Commodity economy gained unprecedented development. In both the Southern and the Northern Song Dynasty, great importance was attached to agriculture for two reasons : more finances of the feudalistic government and to meet the requirements of growing population and fast developing Commodity economy in the cities. So implementation of Quan Ke Nong Sang (policies of persuading peasants to develop agriculture ) became one of the important tasks of the local officials. Under these circumstances emerged the "Quannong Wen" (official documents to propagate policies of Quan Ke Nong Sang ). Quannong Wen, which was different from other agricultural official documents, was more directly aimed at the local agricultural production. Quannong Wen was written briefly in the form of official documents, so it was easy to paste up and efficient in propagating and popularizing policies of Quan Ke Nong Sang. This paper aims at a preliminary research on Quannong Wen with some relevant reference material and especially with Quannong Wens written by the people in the Song Dynasty as the basic historical data. The paper consists of three parts: preface, main body, conclusion. In the preface, the author firstly discusses the reasons for choosing Quannong Wen as the research topic, and then analyses the significance of this research, and lastly briefly summarizes the current academic researches about this topic.
