Zhou gong had distributed relative on large scale in order to defend the royal family and had initiated the royal court of feudal leader different from system of government of Xia—Shang period in Chinese history. Patriarchal clan system had made the centre and locality build new relationship: as a biggest clansman, KingZhou is most important in Patriarchal clan system; princes had possessed the land by many generations and had administered the state on behalf of KingZhou. This important reform had been adapted to productive forces and had been a leap about the form of state in Chinese history before Qin dynasty. And then, with the development of Patriarchal clan system, every prince had built the system of government between clan and state and had settled many contradictions and had improved the system. However, there had been new contradictions with the change of history. So princes and other forces had made many reforms to restrict other forces and strengthen their power. In Zhanguo period, Patriarchal clan system had crumbled. At the same time, the new regime of government of monarch centralization of state power had been established. This is the second leap of system of government before Qin dynasty. In about tow thousand years, the system of government had been developed in according to monarch centralization of state power.
