As a vital part of the state education course, Vocational Education plays a role of turning science technologies into the productive force. Among all kinds of education, vocational education has a closed relationship with the economic construction and society development. If the root changes shall come true in the economic system and the ways of economic development, then the economic growth must depend on the development of science technologies and the improvement of labor and personnel quality. Chinese vocational education has been making a great contribution to the economic prosperity and the people's living in the past half century. Since the year of 1996, the Law on Vocational Education was issued formally, Chinese vocational education has made further progress rapidly. At the end of this year, the ministry of education worked out a report named A Paper on the Current Situation of Higher Vocational Education and its Proposal. The development of higher vocational education speeds up through the education reorganization reform. Many independent vocational colleges appear promptly. By the end of 2004, there are totally 908 vocational colleges around the country, 480 million enrollment students and 300 million vocational college graduates.The rapid growth of higher vocational education leads to a series of problems. Among them the different student resource produces a rough teaching problem. The gap among the students is varying from the different resources. It is clear that a big gap exists between the two groups, the first group of students are from general high schools and the second group are from vocational secondary schools. The students from general high schools are called GH and the students from the latter one are called VS here in this paper. The GH are short in vocational knowledge and practical skills and meanwhile the VS lack of basic cultural knowledge. It is a hard task for teachers to make it clear that how to teach these two groups of students and try to improve the personnel quality and practical competence of both. This is an experiment study. The experiment is done in Grade 03 of Machinery and Electronics and Grade 04 of Machinery and Equipment apparently. The experiment scheme is designed as Pre-testing and Post-testing between experiment groups and control groups. The English teaching experiment in Grade 04 shows that the Pre-testing results are no different between the experiment group and the control group, but the Post-testing results are little different.
