| The meaning of this subject: China's reform has reached its hardest phase, all kinds of social problems are emerging. In the cities, the number of workers who come off entry duty is increasing quickly, and part of city families are living quite poor lives. But the finance-supported security system is not perfect. While most developed capital countries possess not only mature national security system, but also an effective regime of social aiding. The object of this paper is the USA between the end of the 19th century and the beginning of the 20th century. At this time, the USA had finished its industrialization, and monopoly capitalism was very developed. The fortune was concentrating to some wealthy people, while the lives of the poor ones went harder and harder. But most of the country had not paid enough attention to the serious condition. The church and some pioneers had realized the severity and organized voluntarily devoting to aiding the poor residents. Though they didn't reach the supposed purpose, they did help many people on both material and spirituous levels. This period was also the important beginning of American welfare state. The period had some similarity to China's contemporary situation. The only difference exists in that civil aiding of certain scope hasn't appeared in China.
