The aged service is an important part of social welfare in Hong Kong. Generally speaking, the aged service refers to the welfare and social security for old people; In the narrow sense, the Hong Kong government understands this concept as including economic aid, housing aid, community supports and health care, morever, the aged service also involves the administration and a long term plan of the aged service by the government.In 1970's , Hong Kong government started to draw up the social welfare policy for the aged, but in the lack of sufficient resources and a long term schedule, the aged service couldn't operate well. During 1990's, with Hong Kong facing political and economical reform, the aging problem became also increasingly prominent.As one of the most developed districts in the world, Hong Kong is facing an increasing population of old people, while at the same time 90% of old people has no pension when they retired, they also face great difficulties on housing condition, family attendance and other aspects in their daily life. More and more old people fall into poor living conditions. The government has drawn up a series of welfare policies for the purpose of improving the living standard of the old people and making sure they can spend their late years happily. The role of the government in the social public service is more and more important, and their policies effect directly the solution of aged service problem.From Hong Kong British government to Hong Kong Special Region government, their policies not only have relations with the guideline of social welfare, but also with the changing of the political, the economical and the society status in HK.The current research on the aging problem concentrates into two fields, one is the systematic analysis about the idea of welfare for old people form the 70's to the end of the 80's. Another pays attention to influence of political system changing on the aged service problem. However, the research in 1990's mainly concentrates on the discussion of the policy itself, without fonus on the effect of the policy.
