There were three beneficial conditions for the county administration construction ( CAC ) in Guizhou Province in the period of the war against Japan : the warlord rule was over and the demand for fighting Japan ; the colleges of other provinces and talented person came to Guizhou Province ; the government valued the CAC . Wu Dingchang's idea of CAC influnced the CAC. His idea included the idea of "manpower" and the idea of education and hygiene, the idea of economy, the idea of training talented person, the idea of administration construction, the idea of temporary CAC and usual CAC. After the war broke out, some organizations of CAC were established. Wu Dingchang said that the CAC included usual CAC and temporary CAC. The usual CAC included education, hygiene, agriculture and forestry, business and mineral industry. They were the foundation and the core part of the CAC. The temporary CAC included military service, laborer, food and donation, they were very important in the period of the war against Japan. Forbidding opium, public order, training were also important contents of the CAC.
