The emergence of web-based instruction has brought powerful impact on the traditional instructional methods which are always confined to "schools" and" walls". For web-based learning environment, web is not only a storeroom for information and resource; it also includes various sides of physics, society, culture and psychology. Compared to traditional instruction in classroom, web-based instruction is able to create authentic language environment thus learner can learn effectively by interacting with the authentic language environment. In such web-based environment, the course of oral English instruction is open; the course of language learning is interactive; the learning content is optional; the forms of learning are multiple. However, the interaction in web-base environment is complicated and the design for the interaction in web-based oral English instruction needs further discussion and research.Based on the characters of web-based oral English instruction and its requirement for interactivity, this paper considers instructional design as a precondition of the whole course of instruction, integrates already existed theory of instructional design and the module of group control for interaction and develops a new module for web-based oral English instruction.Firstly, on the basis of expounding the characters of oral English instruction, the author carries out a research on the basic situation of present web-based oral English instruction. After analyzing the special requirements for instructional interaction in web-based instruction, the author points out how to exert the characters of the web to promote the advantages of interactive web-based instruction has become one of the most urgent problems in web-based oral English instruction. Secondly, the author expounds the theoretical basis of instructional design and instructional interaction and points out integrating the theory of instructional interaction to practice is a way to solve the problem of inadequacy in interactive design for web-based oral English instruction.
