Literacy idea is one of the most important factors of causing literacy effect. Nowadays, for the problem of negative literacy effect, Singapore Ministry of Education has positively advocated a literacy idea: To Recognize First and Write Later. The research objects of my paper are Singapore Chinese textbooks, Primary Chinese I-IV. According to literacy achievements of primary schools in recent China, the paper reviewed and analyzed Singapore literacy idea from three aspects, and offered some suggestions so as to carry out the literacy idea more effectively in Singapore.Firstly, faced with the situation of the literacy quantity on the low side and unbalanced proportion between "writing words" and "recognizing words", my paper brought out that the key point of the literacy idea was to read more and write less. The quantity of Chinese characters in each semester is flexibly ranged, only lowest quantity and no upper limit, therefore, pupils whether have no background of Chinese character or not are involved in.Secondly, current literacy idea causes negative literacy effect because of ignorance of particularity of Singapore pupils. The literacy idea of recognizing first and writing later is based to the theories of Chinese characters and ancient excellent literacy textbooks to arrange Chinese characters in Singapore textbooks. On the one hand, pupils can know about the order of Chinese characters which will stimulate their study interest. One the other hand, pupils can appreciate cultural essences from Chinese characters and spontaneously accept the education of traditional virtues.Finally, the paper reviewed that the first appeared words of "recognizing words" transferred into interval classes of "writing words" and frequency of news words as "recognizing words". Furthermore, it also analyzed current teaching material, and found that it is unreasonable of the arrangement of frequency of interval classes and new words as recognizing words.
