Scholars always make friends with tea in all previous dynasties, and through tea to practice moral culture and grow the soul. In real life, tea has been given a more profound meaning. The tea has delicate fragrance and lofty ideal,so when Chinese holds a memorial service for Gods and ancestor to be "xian cha" ,entertains the distinguished guest to be "jing cha" , engagement to be "chi cha". Tea tax is the successive government's main source of income. The government not only Levies massive tea tax, but takes tea as an important means to control peripheral national minorities. It is an important part of ancient Chinese tea affairs that making the tea controls the border areas.Taking our various industries, such as tea industry can be so rare in other industries has formed a complete industrial chain. Tea production, manufacturing, transportation, sales in all areas of agricultural, industrial, commercial three industries closer together ,so that tens of thousands of people who live depend on the tea industry. In the process of bringing the entire economic development, tea industry has played an important role in the process.In Qing and its previous dynasties, the management structure of tea was relatively complete and formed a complete set of tea industry management system. Since the end of the Qing dynasty, nation-building has not gotten on the right track, not to mention improve the tea industry, because of continuing unrest. In the time of The republic of Nanjing government, the former director of the Shanghai Bureau of Commodity Inspection Cai Wu-ji concluded : "Since Qing dynasty down to now, as far as the government is concerned, in addition to pumping satisfied tea tax ,tea administration is a clear facility. "The word is very pertinent,which indicated the poor management of the tea industry and the government runs its own course at that time. After the Republic of Nanjing government had been established, the government has adopted a series of measures to promote the recovery and development of all industries, social building gradually gotten on the right track. The sustained and stable development of China's economy has entered a golden period.Between 1927-1937, the government vigorously supports the tea industry, working mainly from the following aspects :①issued several improvements and formulated of rules and standards in tea industry,in order to specify direction and provide the basis on developing tea industry;②investigated tea industry of the domestic and foreign, so the present development of the tea industry has an overall assurance , Which is a basis for improvement;③in all localities, set up the test facility and transferred the funds, on one hand, to train staff on tea for improvements; other outreach efforts to promote the tea industry for the practical use of technology;④reduced tea tax and Lijin ,so reduced the costs and enhance its competitive ability;⑤organized tea transportation and sale committee in Anhui and Jiangxi Province ,to monopoly the tea's purchase and marketing, and discard the tea stack exploitation, attempt to organize transportation and sale cooperative society to reduce the cost;⑥established and gradually improved the tea inspection ,from the establishment and consummation of Shanghai Bureau of Commodity Inspection , to the introduction of tea inspection, and the announcement of testing standards, and then to the execution of the habitat inspection, more stringent testing tea and standardization, not only restricted the export of low-grade tea, safeguarding Chinese tea market and its reputation; but for tea production provided a standards and basis for tea's production and improvement, and so on.The development of work in these areas laid a solid foundation for China's tea industry, in addition to the vast number of workers in the tea industry have worked so hard to make our country prosperous tea industry in a brief.Today most of the tea industry in the management and experience which we had is the summary and development of tea industry to the Republic of Naijing time.
