The regulation of film in China is mainly accomplished by the Party propaganda work and government supervision, especially the administrative license scheme. To better understand this regulation model, to improve its present performance and to facilitate the growth of film industry, it is important to understand the origin of this model and its underlying constructive elements. Pertinent to this point, why the said model, not any others was chosen at the beginning? Out of what considerations this model has been modified? Which factors has functioned in these reforms? The answering of these questions, the author believe, is helpful to reveal the causations of the changing landscape of film administration and forecast its course of future transformation.This thesis reveals five important factors that determine the forming and evolution of China's film regulation: cultural tradition, ideology control, freedom of art, rule of law and market economy. All these factors, with their different forms, functions, and strength match, have brought about the vicissitude of film regulation. The paper penetrates through the mirror of various license schemes, elaborating on the performance of five factors, in order to illuminate the interplay of between the independent variables and institution output, and reveal the prospective framework of China's film regulation.
