The second time education reform is a connecting link between the preceding and the following on educational history in Japan. It Exerts positive effect for Japanese economic development and course of democratic education after The Second World War. The text affirmed the achievement obtained from the education reform and the important position on the education history of Japan, and analyzed a series of problem appeared in Japanese society about education. It also investigated systemically the background,the progress of two stage,the problem appeared of the Japanese education reform for the second time at full steam, and analyzed the influence of the education reform for the each aspect of the social activities.The first part, the education condition in initial occupancy stage--- the preparing and plan stage of The Second Japanese Education reform.Japan began the first education reform in Meiji Restoration period. The massive education policy went into effect systematically. For resisting external aggression, Japan not only developed a guideline to make the country prosperous and strong, and started training soldiers for external aggression. From 1890 promulgated the "Education Speech" to the end of World War II, this is the formation,development and collapse of national education system. The Education reform in Meiji Restoration period waging war fire, but they do not completely removed. Influenced by the ideas of the pre-war education has not disappeared.The second part, the Japanese education create "economic miracle"—The contribution to economic of The Second Education Reform of Japan.Under the guidance of the United States occupation forces Japan began The Second Education Reform. It made the investigation report written by education envoys as guidelines, aimed to eliminate nationalism and militarism and established democratic modality in the education policy Because of the U.S. occupation policy change, the goal is not to eliminate completely. Constituted and implemented the "Law of Education" to establish a legal guarantee for the democratization of education, To provide a more extensive national educational opportunities. Japan's economic recovery is the agreement of Japanese government and U.S. occupation forces, after the beginning of the war, the policy of basic education for the economic basically defined.The third part is Japanese education under The San Francisco System -- the second phase of the second time education reform.This phase of the Japanese education laid more emphasis on the Affiliated relationships for economic. Education programs create a fully human resources for economic development, has made tremendous economic benefits. In this regard the second reform is very successful. Since the establishment of The San Francisco System, the Japanese government has obtained more autonomy. The growing criticism of the early post-war education policy started. The Japanese government began to control the administrative power of education, represented by the group of Japanese education began with the struggle for democratic rights in education. From this we can see that although the second education reform was not thoroughly, but the democratic forces are still in development and growth.The fourth part, the Japanese education faced to reform again—the limitation of the second education reform.Studying the education reform must not be limited to the understanding of the objective policy of education. Traditional Culture plays a subtle role in education reform. In Japan, Shinto deep impact on the Japanese people, as an important aspect of education, the issues can not be ignored in studying Japanese education. Clarity of purpose in the post-war education made a tremendous contribution to the progress of economic and development of technology. But this does not hide that the education reform too in favor of the economic had have negative consequences. Educational qualifications have an adverse impact on people's physical and psychological development. "The numerical value of Deviation" education has inevitably brought some success partly.Though studying Japan's second reform, we can clearly see the success and deficiency of this reform. At the same time we shill think that if the past linked to a nation's traditions and interests associated with a nation's now, then the "national mission" linked with the future of a nation. So education should have genuine effect on process of fostering national mission. This role must be not only the engine of economic growth.
