Establishment is a special aggregation of powers in America, which is also the core and essence of American ruling class. The complex relations among the major regional establishments have a significant impact on American society. In a long time of American history, especially the period that from the end of Civil War to World War II, Eastern Establishment occupied an absolute superior position in American political and economic lives. After World War II,as the economic of Southern Establishment rising quickly, they also pursued their political status actively .As a result, the conflict between Eastern and Southern Establishments got even more severely, which made a profound impact on American society. At present, however, there are much more research on the integral American establishment than the relations and influences among regional establishments. This discourse tries to systematically analyse the force contrast between American Eastern and Southern Establishments after World War II, on the base of the study of the struggle and its influence between American Eastern and Southern establishments in Carter Administration, and to objectively evaluate the contrast's influence on American domestic and foreign policies.The thirty-ninth president of the United States Jimmy Cater is the first resident of the Deep South to be elected president after the Southern Reconstruction, and he is also the head of Southern Establishment. His assuming the reins of government reflects the decline of traditional Eastern Establishment and the increasing influence of Southern Establishment after World War II.During the Carter administration, the constant struggle between Eastern and Southern Establishments had a tremendous impact on American domestic and international policies, which also made President Carter blow hot and cold between the liberal and conservative at one time. However, the increasing power and influence of Southern Neo-conservative Establishment eventually made the Carter administration become the first Democratic Party government that inclining to conservatism after World War II.The whole thesis consists of four factions:Chapter one primarily expatiates on the history source of the conflict between American Eastern and Southern Establishments. From colonial times, the American East and South already had profound regional difference. However, the same object made them fight together during the War of Independence. After the war, the conflict between Eastern Industrial Capitalist Establishment and Southern Slave-owner Establishment got more and more prominent. Eventually, the Civil War broke out. From the end of Southern Reconstruction to World War II, the Eastern Establishment occupied an absolute superiority position in American society. After World War II, Southern Establishment rises rapidly in American economical and political lives.Chapter two chiefly introduces the way that Southern Establishment representative Cater got to White house. First, it introduces Carter's life that spent in South and its impact to Carter. Then, it analyses the relation between Carter and the two establishments, as so as its influence to Jimmy Carter's presidential campaign.Chapter three mainly analyses the struggle between American Eastern and Southern Establishments in Carter Administration. It first analyses the force contrast between the two chief establishments in the early time of Carter Administration and their confrontation with each other. Then it expatiates on the escalation of the two establishments'conflict, and the adjustment of power in Carter Administration. At last, it analyses the relation between these struggles and Carter's failure to win a second term.Chapter four is concerned with the influence of the two establishments'conflict in Carter Administration, which can be divided into domestic policy and foreign policy parts. Both the conservation of Southern Establishment and the liberalism of Eastern Establishment had an impact on Carter Administration policies. However, the gradually increasing influence of Southern Establishment made the Carter Administration become more and more conservatively.The epilogue briefly summaries the main points of this thesis. On the base of this, it points out that the development power of Southern Establishment made American become conservative increasingly.
