| The thrity years ,between the twelveth year of Chenghua and the early year of Zhengde, was a most centralized time in which the Jingxiang vagrants were placed. Take the set-up of Yunyang prefecture as a symbol, the mountain area's basic control strengthened. Facing so many vagrants that settled down in succession , the government tried to stabilize the situation and seek the further development. This article will focus on the new Yunyang prefecture, through the vagrant wave's gradual fadeaway, to unfold the positive significance of government control.The article main body divides into four parts, the first chapter mainly introduces the natural and historical background of Yunyang's establishment. Because of the natural sealing and artificial blocking, the feudal rule of the vast mountainous areas where Yunyang is located was weak. At frist, vagrant s' massive accumulations had not brought to the government enough attention, therefore the Extra-System force grew up naturally and then formed actual control of the vagrant society. The two vagrant uprisings in Jingzhou and Xiangyang prefectures, in fact, were the challenges of such"illegal"force to the exterior legitimate society. However, taking it as a turning point, the government could implement its control of mountainous area and vagrant group through the means of enforcement. This also caused the loose vagrant policy to carry out finally.The second chapter emphatically introduces the administration establishment of the Yunyang area. Its special character lay in the multipolar authority system. Above the prefecture, county and Wei-so, not only existed the"Huguangxingdusi", but also the"Fuzhiduyushi". The multi-layered administration system promoted Yunyang's position, and meanwhile strengthened the government's control of the whole interprovincial mountainous area. What was worth mentioning, since the twelveth year of Chenghua , the Yunyang establishment had been unceasingly adjusting and improving. Until the middle of Hongzhi ,its administrative pattern established finally.The third chapter tries to straighten out the official concrete management of the vagrants and other related questions. The first section concentrates on the policy adjustment of Yunyang government basing on the social changes since the twelveth year of Chenghua. The government constructed the foundation authority facility vigorously. On the other hand, it also adjusted the basic unit control positively.The second section, during the Hongzhi years, three large-scale populations arrangement successively attached. And the quantity of registered vagrants was higher than that of the twelveth year of Chenghua. Through registering gradually, the majority of later vagrants were absorbed, which prevented the local from turbulence. Meanwhile , to reduce the outflowing of local residents, the government also strengthened to local inhabitants'lives. So, the overall appearance of Yunyang had great improvement.The fourth chapter carries on a total review and analysis of Cheng hua,Hongzhi periods. In this stage, the central and local authority's coordination control, played the leading role in the regional business. Associated with aera's development, the influence of the Yunyang establishment revealed day by day , the peripheral locality also benefited greatly. Therefore,from then on, until the end of the Ming dynasty, the situation of Yunyang area was comparatively quite and stable.Generally speaking, during this period, the government basic unit control is positive and effective. The combination of government will and broad living space promoted the solution of the mid-Ming Jingxiang vagrant question. But, we should realize that such changes were conditional, in which the government's subjective will was playing the quite major role. Without this, there definitely will be the new vagrant questions. Therefore, Yunyang establishment is only a premise, its significance still depends on the administrators, so all the excessive demands on institution are not just.
