"Huang-lao" was known as a popular political ideology in the HanDynasty, but its earlier pattern did not attract more attention. The discoveries of SilkBooks at Mawangdui have changed the status. Scholars are discussing aroundHuang-lao's rising, age and ideological content, and re-examining the old books in thePre-qin peorid on this basis. Predecessor's research caused outline of Huang-lao to bedefined day after day, and the text annotation and the analysis of the scholars have beenprovided to make it convenient to successor. But the research space still exists, such asvarious views need further to reorganize, research on ideology focus on the Worldoutlook, dialectics and politics, but ignore the total and system analysed. This paperdealed with these issues, and observed the emergence of Huang-lao in the Pre-qinperiod from the structure, reorganized the theory framework, ideological content and thehistorical status. The whole paper is divided for three chapters as below:The first chapter mainly analysis the meaning of the "Huang-lao" and the theoryframework according to Shiji (the Historical Records), and think that the earliermeaning of the "Huang-Lao" is familiar to the "Daojia". "Huang-Lao" probably belongto the same system with the "laozi", but it is different from the "Zhuangzi". Huang-lao isthe ideological framework is the basis for the implementation of both life andsociety. Specific content in four areas, namely the embodying and utilizing theory ofDao, managing state affairs theory, cultivating one's morality theory. The second chapter mainly analysis the evolution of "Huang-lao" in the Pre-qindynasty from the structure according to the "Huang-lao Near" and the "Guanzi"."Laozi"established the basic framework that is the managing state affairs and cultivating one'smorality theory on the base of Dao. Dao have two means which were the origin ofuniversal and objective law. It carried out in our life and society, and formed the theoryof "letting nature take its own course" "empty and static cultivating one'smorality". "Huang-lao Near" in Laozi's theoretical framework transformed the contentfurtherly. On the Dao theory, transformed the passive to active. On the managing state affairs theory, bring something up dao producing law, virtue and penalty, and name ofpunishment theory. On cultivating one's morality, emphaysed on valuing gentle and thefighting. "Guanzi" represent the intrinsic evolution of Huang-lao school. On the Daotheory, put forward the theory of Jingqi. People can get Jingqi in the way of moralmanagement, so the distance between people and Dao has been greatly shortened. On themanaging state affairs theory, proposed combination of courtesy and law, noninterference, and name of punishment theory. On cultivating one's morality, bringsinto moral management and life-cultivation thoughts around how to cultivate anddisciple Jingqi. The third Chapter judge the position of the "Huang-lao" from the development ofthe Pre-qin academic.
