Research On The Civilian Councilor Of The Advisory Council In Late Qing Dynasty

In China ruled by several thousands years'conditional thought and culture, the appearance of civilian councilors itself is a kind of social progress. In the advisory council they put forward their bills which characterized as modern democratic constitutional government in the two annual meetings and fought against Qing dynasty for constitutional government, which played an active part in spreading modern democracy and thought of constitutional government, enlightening people's wits, impelling late Qing dynasty's political reform. On the basis of former scholars'research, I try to analyze the actions of civilian councilors in details, reflecting their true complexions at full length.The thesis is divided into five parts. The first part is preface, briefly introducing the research achievements of civilian councilors,reason of selecting topic and the way of thought. The second part is chapter 1,discussing the appearance of civilian councilors, explaining in details the lawful gist of their appearance,produced procedure,distributions and change. The third part is chapter 2, discussing their activity, introducing what they have done in the first and second annual meetings, especially active members'behaviors, in order to know their political opinions better. The fourth part is chapter 3, discussing their social relationships. This part is mainly talking about the relations between aristocratic councilors,revolution party and them, explaining the relation among themselves. It can clearly reflect their political position and change. The fifth part is conclusion, commenting on their advancement and limitation, which is useful for our current society.Even though the time of their existence doesn't last so long, their appearance and activities has very important historic meaning. Not only does it played very profound role in temporal constitutional movement,late Qing dynasty's political situation and 1911 Revolution, but also enlightens current democratic political construction and development.
