Medicare plays an important part in American social security system, and has great uniqueness on the enactment time, qualified beneficiaries, and the scope of the program. The time range of the research paper is from 1935 to 1965, concerned with Roosevelt Government to Johnson Government. Based on such a wide background, the paper aims to analyze the historical settings and implement factors of Medicare from the aspect of politics, economics, etc. Also, the paper intends to find out Medicare's impact on the United State's society, the characteristics of the policy and the main factors of politics, economics and historical tradition, which shaped the characteristics of Medicare. Following the direction of Marxism's historical materialism and political economics, applying history and sociology methods, the paper supplies a clear process of Medicare's formation, finds a new point of view on the matter, furthermore, on certain extent, enriches the domestic research on the matter, and has significance on the solution to the social ageing problem.
