Nowadays, the great change of occupation situation is taking place. Under the pressure of drastic competition of tanlents, the collage students have to face the embarrassment of occupation and development of themselves. And our high education is facing the challenge too. We assess the competency of collage students not only in order to evaluate the quality of education, but also to point out each person's direction of growing up. The primary function of high education is to provide talents to society. Therefore our quality evaluation system (QES ) has to adapt to the talents evaluation methods which are used in society.We try to find out a way to integrate the collage QES with social requirements through this research; study the components of outstanding students'competency; construct the QES of collage students through the method of developing the Competency model. In the next step, we research on some influenceable factors; setup a foundation stone for establishing of a more particular and popular QES; and make some references for collage QES and our quality education.After a series of interview and investigation, we ultimately dig out 17 competences among the number of competencies, which constitute core competency of outstanding collage students. Then through compiling questionnaire paper of collage students'comprehensive quality and factor analysis technique, we construct the QES of outstanding collage students. Finally, we figure out four core competencies: question solution, execution, socialization and extroversion.In the process of this research, we collected some personal information, and compared the scores of different students. After that, we find sex and residence variable may explain some diversity happened between different students. Compared the scores of the students who take some positions in students'community and the others, students in genius class and those in ordinary classes, we validated the conclusion of this research.
