In recent years, participating in the volunteer service has increasingly become the consensus of the whole society. Especially since the 18 th National Congress of the Communist Party of China, voluntary service becomes a common practice in all kinds of business. Inspired by the voluntary spirit, different sector of society has embarked on the positions. As the most vigorous and creative member of society, university students has become the backbone of volunteer service。But with the increase in number of university student volunteers, how to development and utilization the particular human resources have become the focus of scholars and volunteer organizations. Meanwhile, with the further research of the competency, the research object has expanded from occupational groups to non-occupational groups.In this paper, we choose the university students of Spring City Volunteer in Jinan as the research object. I collected the original date by Behavioral Event Interview(BEI), and I use the Grounded Theory to encode the data. Finally, I construct an initial competency model of university student volunteers and develop the forecast version of "University Students Volunteers Competency Rating Scale". Based on this, I use exploratory factor analysis and confirmatory factor analysis to modify and improve the initial model, and at I also modify and improve the "University Student Volunteers Competency Rating Scale". Eventually formed the competency model of university student volunteers, which consisting of six dimensions and the "University Student Volunteers Competency Rating Scale" which consisting 30 questions. I explored the variation in gender, length of service, position in union and the correlation with personality traits. On the basis of the research, I discuss how to guide the management of university volunteers with the help of university students’ competency model. The consequences are shown as follows:1、The model of university students competency includes Self-adjustment, Service-oriented, Psychological capital of university students, Emotional connection, Resource integration and Influence.2、The "University Student Volunteers Competency Rating Scale" includes 30 questions. The Cronbach’s Alpha coefficient is 0.955. The Guttman Split-Half coefficient is 0.896. The correlation coefficient between the various parts is 0.493 to 0.665. The correlation coefficient between each parts and total score is 0.732 to 0.827. So, the scale is reliable and valid.3、The university students competency has no significant difference in gender variable, while the difference in length of service and position is significant.4 、 The university students competency has negative correlation in neuroticism of personality traits. And also there are varying degrees of correlation with other personality traits.
